Internet Explorer help needed please

I am in need of assistance with an IE problem that has been bugging me for ages.
Every time I start up my PC, my Internet Explorer window starts with an MSN 'Search The Web' box on the left hand side of my screen, and also launches the 'Links' toolbar.
I always turn them off but cannot find a way to deactivate them so they don't relaunch on start up. I have followed the standard instructions for removing toolbars, but it always comes back.
I am using Windows 98 and IE6.
Can anyone please help.

While you're at it, my internet explorer has been going ridiculously slowly recently. Loads up fine, but takes ages to scroll down the page, and when typing here in this box, it takes about a minute for the text to appear, chugging along like a f***ing snail. I'm on the Uni PC's now, so it's not bothering me, but it really pisses me off at home. I've tried updating to IE6, but the problem is still there... Bigger the page, slower it goes.

Only IE does it, so it's not a RAM problem.
