The Police don't even seem to know what it is they are actually investigating. CGT avoidance is an HMRC issue - so it can only be electoral fraud or council-tax evasion.
They don't have to 'commence proceedings'. They could say 'appears to have broken electoral law, but time limit has expired, so we won't prosecute'.
They are just doing the job for their political paymasters - not for the public good.
