Cheaper in the short term but once a pay rise is given it's permanent, which is why from a management view this might be more financially attractive IF they have a plan to have the required level of new drivers trained in 12 months time. Someone mentioned banking bonuses earlier in the thread...

I’d prefer the gov made it a condition of having the TOC license to train x% of new drivers per year, or better still nationalise the whole bloody thing.
