They really don’t get that many clubs will accept such a minimal points deduction for cheating. They have set the bar so low that it’s hardly worth the effort of trying to manage it, especially as the bigger clubs seem to be able to defer penalties by Trump proportions.
My view, which some may find harsh, but I think it’s fair, would be to identify the point in time that the rules are breached, identify what points have been won by that team with any newly purchased player(s) since that date, and deduct them.
